If you really struggle though you can reduce starting zombie population and have it ramp up to the same population over time, just to help out at the beginning.
For muldraugh, one of my favorite base locations is a spot in the upper class neighborhood. It has fences on 3 sides, starts with a gas grill, 2 story building with plenty of room for a garden in the back. It is also very close to a small lake for fishing and plenty of water. Zombies don't tend to crowd around it too badly early on either since it is a bit out of the way, though you will like have to kill 10-20 or so to clear it out.

I personally like the idea of starting out when the outbreak is just starting. Leaving my house when there are tons of zeds suddenly there doesn't really make sense to me. So I'd recommend a low starting population that ramps up to the normal amounts. Also I'd recommend turning OFF respawn; I personally like being able to clear areas and feel like I'm helping the world. All of this is done in the sandbox setting. Customize the rest how you want, but those would be my recommendations.
Oh, and the tavern in Muldraugh can be a great place for a noob to hole up, just hightail it there day 1 and you'll have a great base of operations to work from.
More seriously, I like the tavern location less because it is much further from a water source, though if you have water shut off longer than I do its probably less of an issue.
