Try using Mod manager and mod manager server and add mods this way for ease.

And if it's dedicated, by default it uses the Servertest.ini for it's configs.

can i ask what is this mod manager your referring to? im trying to sort out a server with me and my friend, none of the mods are working for us, we both have them all selected in the mods part of the main menu and when i go to host the server all the mods are added

Often times, just like with the true actions mod, for my case anyhow, I needed to also drop the folder of the mods themselves in the server's mod folder in order for them to actually load and work.

I think I also went the extra mile by putting the server lua files inside the server's lua folder as well.

This was the only thing that worked for me, at least for mods that don't want to load straight off the list in the serversettings.

i just had a quick look, i couldnt find the mod folder in the game files, is there a certain file explorer path or did you download the mods differently than subscribing to them on the workshop?

For me, it was in the workshop folder for PZ

Steam>Steamapps>Workshop>Content>108600

All of your mods should be in there.
