Im trying to lower the resolution because I got an older PC and cant run the game without it being 5 fps. When ever I try to change the resolution and hit apply it, it always changes it back to the old resolution. How do I even fix this?

Make sure you are on fullscreen or windowed mode, as far as I know, borderless mode always sets the resolution to your native one.

Same problem here, game resolution is stuck to desktop setting and can't be changed

you're right. that fixed my issue but the game handles resolution weird compared to other games. Either way, it works

Solution for me. I got same problem with my 4k native.
Not same as other answers !!! see below
Windows + R >> %ProgramFiles(x86)%
goto \Steam\steamapps\common\ProjectZomboid
Search ProjectZomboid64.exe or 32bit and right click >> properties
click on button "Change high DPI settings"
set
Use the DPI that's set for my main display when
"I open this program"
and
High DPI scaling override
Checked
Set dropdown in "Application"
