1- Create a collection with all the mods you guys wanna use (In case you don't already have one).
2- Unsubscribe from all the mods in it using "Unsubscribe from all" in the collection page.
3- a. Delete the contents of \Steam\steamapps\workshop\content\108600 (If there's already nothing in there, it's ok).
ㅤb. Delete the Steam\steamapps\workshop\appworkshop_108600.acf file.
ㅤc. [HOST ONLY] Delete the contents of \Steam\steamapps\common\ProjectZomboid\steamapps\workshop\content\108600.
ㅤd. [HOST ONLY] Delete the \Steam\steamapps\common\ProjectZomboid\steamapps\workshop\appworkshop_108600.acf file.
4- Restart Steam.
5- Subscribe to the collection again (If the download isn't automatically starting, run Project Zomboid and close it).
6- Once Steam finished downloading:
ㅤa. [HOST ONLY] Copy the contents of \Steam\steamapps\workshop\content\108600 to \Steam\steamapps\common\ProjectZomboid\steamapps\workshop\content\108600.
ㅤb. [HOST ONLY] Copy and replace the \Steam\steamapps\workshop\appworkshop_108600.acf file to \Steam\steamapps\common\ProjectZomboid\steamapps.
7- [HOST ONLY] Create a new server, tweak it however you like WITHOUT ADDING MODS and save a backup by clicking in "Manage settings..." and "Duplicate Selected Settings" (Just to be safe).
8- [HOST ONLY] Add the mods to your server via the "Steam Workshop" tab, only then, check which files you want to keep in the "Mods" tab.
(This is just in case a mod offers more than one archive and requires you to choose which one you keep. If you don't have a mod that does this, you can ignore this step).
9- [HOST ONLY] Just to be safe, send your friend/s your \Steam\steamapps\common\ProjectZomboid\steamapps\appworkshop_108600.acf file and tell them to paste it in \Steam\steamapps\workshop.
You all should be able to play with mods now. If this didn't work, it's over. Death.

Interesting. This time, when trying to load an entirely vanilla server, the server does indeed fail to respond and doesn't open due to a timeout. I'm going to see if I can figure out what the deal with that is, but this is just a very strange and difficult-to-diagnose issue. I'll keep you posted with what I figure out, thanks for your input so far!
So I wasn't *actually* running a vanilla server, whoops. I fixed that, and it ran fine this time. When I re-added Pillow's Random Spawns, same issue. I can clearly see in the console.txt log file for the server that Pillow's gets loaded, checked, and passes the check. It simply doesn't load clientside (it should add a bunch of spawns to the spawn selection window, so it's easy to see if it's worked or not). My friend is running the same modlist from my collection, and his game works fine! Everyone is able to join without hitch, including me.
So, I'm going with the nuclear option. I'm going to uninstall through steam, but then manually go through and delete every file that's ever had anything to do with Project Zomboid from my machine. The evil shall be purged!
Success! I have no idea what the underlying crux of the issue was, but nuclear option came through. I removed everything that PZ had ever touched and reinstalled the vanilla game, ensure a server ran, then enabled all mods, and it works! Kinda unfortunate I couldn't find the exact issue, but at least the solution is there...thanks for your help, firegarden.
