What I'd like to know is what's the quickest way to fill that bar?
Does exercise length matter or should my character stick to short exercies each day?

Staying in your base most of the time lategame? And doing what? At that point there probably aren't any books to read. Playing the game for hours and doing nothing but eating and drinking seems a little unproductive. Shame farming takes a literal decade to grow anything for food, hurts when you cant sleep or fast forward on a multiplayer server.
Gains from exercise seem so low I think I might just not do it. Many wasted days and dozens of hours just to get a single level just to increase melle damage by 10%, in which time I could probably max out weapon proficiency and tailoring (if I could find a needle anywhere)
The more you train, the better or more you can exercise for, that may suit better for long gameplay but suit yourself.
Also if you're spending all your time inside at the endgame you've made the game very boring. I find myself base locked when I decorate and move stuff around to make it look nice. short trips away from where you holed up is better if you manage to find a spot to fortify and use a temporary hide out.
