Additionally, can you share your "servertest" configuration file found in the Zomboid/Server folder?
I can "see" my server with my local IP, but not with the public one

UPnP unable to be disabled on router, router is provider locked, although ports are open, restarted server, restarted PZ, issue remained

Additionally, can you try running both the client and server in nosteam mode? This is to test whether Steam would be the main issue.
Go to your Steam Library > Right click Project Zomboid > Properties > Set Launch Options > Type -nosteam > Start the game
Do the same thing for the dedicated server and then connect.
Edit: It also seems like you are trying to connect to the wrong local IP. In one of your screenshots you had the IP 192.168.16.7 but in your Project Zomboid favorites you have 192.168.15.7 , which would be the wrong IP.
Hosting ingame works no problem in both instances, the issue arrises from the standalone.
From the edit, yea i noticed that error before, the issue remains server appears online on my favorites, p2p connection error comes after trying to connect

And as other have said, server and client need to be in the same mode, I.E. NoSteam Client with NoSteam Server and visa versa.
Worst Case Try ZeroTier, it works better in my experience than Hamachi, it bypasses all port forwarding and mostly just the windows firewall deal, then use the Zerotier assigned IP.
Edit:Also forgot to say to try deleting all related firewall exception and try again and make sure they are set for both home/other networks, locally your router shouldn't be blocking you but the 127.0.0.1 should find the server without hunting for it by checking online.
Able to play hosting from game, but same problem with dedicated server, i can list it using localhost ip but not able to connect.
