Can you make pre-existing fences unable to be climbed over?
I was excited for my chosen spot until I realized they just climb right over the damned fences. It's a pre-existing wooden fence. Zombies can apparently climb (but not rope ladders?). Obviously this is pretty useless.

Do I just have to tear it all down or can I fix it up? I feel like every pre-existing fence in the game is suddenly just a lie and a trap.

They can climb any low fences, but not tall ones. I haven't tried this, but I understand there's a bit of an exploit you can use to block them at low fences: Put down crates against the fence, then another row of fences. They won't attack your fence because they want to climb it, and they won't climb it because there's nowhere to land. It doesn't matter AFAIK whether the fences are pre-existing or not. Nurse on YouTube has a video about it.

Visually it looks like a 6 foot tall wooden privacy fence. It's in Rosewood, in the south-east corner. Has some little gardening plots and a shed in it. It's on the PZ map, and even marked as a good location.

Zombies LOL right over that fence. They don't even bother pathing to the entrance.

Good location my buttocks.

Looking at the map the spot you mentioned is surrounded by a low fence.
Zombies can climb that (or rather topple over it) with no trouble.
Maybe the note is from an earlier version of the game.
I'm not sure, though, if that fence was an obstacle to them at some point.

In Rosewood there's also a gated community with several houses surrounded by indestructible tall fences impossible to climb by zombies.
All you need to do is secure the property's entrance.
It's in the western part of Rosewood.

How do you tell? From the perspective of the game it looks normal to me... and I can't see over it in game.

Is there anything I can do to shore it up? Can I put another fence adjacent to it or something?

I had a good run in Rosewood in the lumberyard at the south end of town. They can't climb the tall chain-link fences, but they will batter down the gate (at the southwest side). Still, there's a large open area fenced in, lots of pre-cut lumber, and a few trailers to live in and/or strip down. Also a good place to get hard hats and boots.

Literally right next to me already so I guess I could have a go. Are the tall wooden fences always scalloped like that at top? And the short ones flat?

quothz already gave you an answer to that.
Just build two fences with a wooden crate inbetween like a sandwich.
Zombies want to topple over low fences but they can't since the space behind the fence is occupied by the crate.
This is pretty much an exploit, though.

Just turn off zombies. Or changing them to basic navigation only might help

I'm not sure I've ever seen tall wooden fences without the scalloping, and I'm all but certain I've seen different low wooden fence designs, but my memory for that sort of thing isn't great.

A scalloped wooden fence that you can't see over sounds like a tall fence to me, for what it's worth. If so, they definitely shouldn't be able to climb it.

There's a site like that near me, but I notice the place has no real kitchens. How do you move stuff like stoves and grills and the like over distance?

I've only done this with fridges and furniture but I'd guess you can do this with the furniture pickup function (one of the icons on the left of the screen).
Once picked up you have a fairly heavy item in your inventory, which you can transport using a vehicle with enough space.
On site right click the item and choose the option to place it down.

Generally when I do have to move a heavy piece of furniture between buildings (one that doesn't have a chance to break on pick-up), I clear out the zombies between the start-point and end-point and make sure to start the actual trip in the morning. Make sure you're sneaking the whole time (it's not like you're going to be moving fast even if you wanted to), and always be ready to drop the heavy item and pull out a weapon if you do attract a stray zombie.

That said, it might not be worth it to move an oven into the construction site. The electricity is going to go out, so you could also grab a BBQ (which only weighs 30) and carry that over without the need for tools. There are a few in lawns scattered throughout Rosewood. If you can find one, that's a more permanent solution than a powered oven or propane grill.

In order to move a Propane Grill, I believe you have to remove the tank first, then use the "Pick Up" tool on the left-hand side of the screen. While powered ovens have a minimum Electronics skill level, I believe?
