No, a pipe will work, but it will take you a little while. Not exactly sure the amount of whacks it'll take, but just keep at it.

I forgot too bring my axe once when I raided a police station. It was a pain to comeback to my base after making my way there, so I just bang the door with a nightstick I found nearby. The locals didn't like the noise, but I did make it out with all the guns and ammo.
