Can we improve engine quality?

Not to be confused with engine condition which can be improved using spare engine parts.

I have 2 heavy-duty cars of the same type. And I noticed their engines are quite different. One is more than 100 hp behind the other, but is louder. The conditions are pretty high, both engines are near 100%, but have over 20 points in difference of quality.

And since we cant take the engine out, it seems the cars are stuck with the engines they come with.

No, EQ is decided when the vehicle is spawned and that vehicle is stuck with it permanently.
