Unfortunately, it's probably not what you're looking for, since it's only compatible with versions 39 and 41, not 40 (so no multiplayer)
Transmission to Never (to never have zombie infections at all) or Infection Mortality to Never. (to still have players turn into zombies if they die for other reasons after being infected) I've not tested or played with this but these would be the options to do what you want if anything does.
so it is in the .ini file. Transmission is set from 1 to 0. but it still transmits
its in the SandboxVars.Lua file not the .ini.
for Transmission I think 3 is no transmission and for mortality I believe 7 is never
Also you need to reboot the server for it to take effect.

If I don't forget to check after I shut down my MP tonight ill post my settings. I have xmission turned off, you will turn into a zombie if you die, but there is no illness / death from bites other than regular old possible infections. I did have a brief scare in MP where I had a 36hr fever/nausea that went mad, but recovered from it, so. vOv
I use these setting in my SP game, where I could live through bites etc no issues.
Edit: Zombie Lore: I use: Everyones infecteed, Transmission- never.
Gues you could also use None/Never. (Transmission / Infection Mortality)
