To rack a gun meaning
What does it mean? sorry... it´s the first I hear about it...can´t imagine what it should be...

you can press X to 'rack' a firearm, it means to operate the loading mechanism to chamber or eject a round

A gun with a round in the chamber is a gun that can kill at any time even with the safety on (misfire among other things). In game this isn't modelled as far as I know.
sometimes the firearm can jam from low condition firing, in this case you'll need to rack the firearm to re-chamber a round to fire

Depending on how low on ammo you are, racking looted weapons can give you an extra round here and there. Depending on your consumption and loot settings this may or may not feel worth it (the glacial pace at which the weapons+inventory works is really felt here).

My main reason is just plain OCD/weapons training. Putting guns with rounds in them into storage feels wrong. And I have a very hard time leaving ammo behind, even with characters that don't use guns.

Plus using the binding is better than right clicking on the item and manually to unjam the gun in a sticky situation
