So if you have bad luck, you could have one or both shut off on day 1, scant hours into the game.
Yeah i had the half a day only water event. Allthough what i noticed when i still played apocalypse was that if you started with terrible weather during your first one or two days, than usually the power stayed at least the first week of AUG.
That said, Part of the game is learning to cope regardless of what situation you end up in and what resources you have available. When the water or electricity goes off- Even if it goes off day one, all the sinks/tubs/toilets/etc still have water enough to support you until you can get rain collectors...although you'd have to clear many more houses much earlier than normal to do so.
yup i just started a game and the water shut off in just 6 hours on the first day, lmao, it's possible and it's dumb

its not hard to deal with, put pots/pans/cpus anything that can catch water, put in stove for a minute, and move large pot to bathroom to clean wounds

I live near a water treatment plant, and a rather large artificial lake reservoir. It is quite a busy place of late, with all the upgrades going on. If a zombie outbreak hit my city, that place would quickly be infected with all the people coming and going (and upgrading), so if zombies started stalking the workers of the plant, I could definitely see that totally shutting down in hours. It isn't all automated, plenty of bodies are on site, and plenty could go wrong if they had to defend themselves from the wet and wild dead.
Even if that did happen though, one could still get to the water after cutting through the fence, so I reckon you should go to a source.
