Sit in the drivers seat. Press V and use hot wire.
To raise electronics skill, disassemble electronics using a screwdriver (radios, TVs, lights, watches, etc.) Repeat until lvl 1.
To raise mechanics, find a vehicle (preferably one you dont care about) and remove parts, then reinstall them. You'll need certain tools to remove certain parts (Screwdriver, wrench, lug wrench, jack.) Repeat until lvl 2.
Unless you picked the Mechanic Profession, you'll need to find and read certain magazines to work on certain vehicles.
So if you uninstall and reinstall a bulb in the front right headlight, it won’t give xp for that again until tomorrow; however, you can use a different bulb to maximize gain (if you really want to grind, remove all the bulbs and install/uninstall each bulb in the same location then do the same thing for the next location). More bulbs is more xp per day.
Same for batteries.
For mechanics, lights, radios, batteries are all pretty safe. With a book and a couple 'hoopties' parked near your home you can work a routine up like Lucifer said every morning to pound down that xp. After you're skilled up enough to do windows, doors, brakes and suspensions, taking a bag of tools in a vehicle with you ensures you'll always have replacement parts whenever you need to fix your actual exploration/looting vehicle.
Everything else (wrench, lug wrench, jack etc) will be noted for you when you right click different tasks on the vehicle maintenance layout.
Just the screwdriver... possibly the key to the vehicle (can’t recall what all required having a key... I pretty sure the radio and battery do).
I usually start by cycling lights, radio, and battery on vehicles for which I have a key after I get a screwdriver until I can change tires (Mechanics 1 for a decent chance to do it).
