yes, you can recover from exertion while seated in a vehicle. i've had a few instances where i'd climb into a car to let my char rest, have a smoke, and then get out once the stamina was replenished. i'm not 100% certain that you also recover from exertion while actively driving, but i'd say it stands to reason that you do.
It's not too bad, but not a great bed and can wake up in pain. Now that's realism.
If I am in a new area and the character is exhausted, I would rather rest in a car and park it so my exit window is blocked by a wall than clear and sleep in a new place in an unfamiliar area.
Sitting in the car and eating a bit is thus good in multiple ways.
