First you need the programs. No installation needed, just download and extract, then run the TileZed.exe and PZWorldEd.exe.

Now the last thing you need to know is the map editor does not contain the world map, or any of the vanilla buildings. Here is a link to files for you to be able to do changes to the world map, but... Do note it's not perfectly up to date, a lot of the major roads don't match what's currently in game, they'll be the roads from before vehicle updates, so you'll need to do some work to make them match the current games roads. Most side roads and dirt roads are still the same tho.
