Report a translation problem
There is probably a file you can check to ascertain the settings of your game, to make sure you didn't set it this way. It might be a safe bet to overwrite it with the settings you want anyway.
None of the preset difficulties have this setting set like this, so I don't think that's it.
I might suggest creating a new game to see if this problem persists.
If you have mods, check them, too.
Lock them then ;p Kite a zombie indoors and kill it for a chance at getting the house key, if you don't have one.
