Bottom section of stairs red?

Hello everyone, I'm having trouble building stairs. When I attempt to the mid and top section show as buildable but no locations show the first section as buildable so I can't place it. Even outside and against walls. Is there something I'm missing?

It's due to being to far from the planks,nails etc if you put them in your bag you should find it will be placable :)
or place them closer to the area in question
if not it is due to an object in the way :)

You need to be standing in the center of where you plan on building the stairs, as well as what @Bobisme said.
