Any way to start a car without the keys?

You can hotwire cars. To do so you need 1 electrical and 2 mechanical skill, or be a character with the burglar profession.

Yea, This is why I almost take burglar every play through, +boost to sneaking skills. Add some cat eyes smokes. Hard to pass up

Vehicle keys continue spawning.

The mall for example, I took every car where a key was laying on the ground.
A few days later, I went back and found a few more keys to cars. This repeated itself a few times.

Not sure if it is intended or not, but that was my experience in IWBUMS v41.
