Most furniture requires a tool or a couple of tools to pick-up, such as a hammer, or hammer and saw. Some don't require anything to pick-up though, such as the cardboard boxes.
Sounds like the inventory might not be empty.

When I left click, it opens the empty inventory of the comic shelf.
When I right click, it brings up regular contextual menu.
What am I doing wrong? I have a hammer in inventory too
To be clear, it's definitely "left-click" once pick-up is selected. Right-click will only ever show the contextual menu.
