The zombie virus has spread world wide. So your not going to have much TV.

You can get skill bonus by reading skill books. And then get skill by actually practicing the skill.
I only do server play, but in my world TV has playing hours. It also seems to reset after a little while. If you use TV's a lot, it could be a matter of max limit for channel viewing. That, and there IS an "endgame" set of dialogue for when the zombie virus spreads across America, and it's a repeating message, so if you don't have that on all the channels, I'd just wait a while for a different time to watch TV.

You can skill by watching some shows on the "Life and Live TV" channel in the two first weeks of survival.
There are cooking show, carpentry, fishing, trapping as far as I know.

Well good to know! Another little secret thing about Zomboid I had not yet discovered.

So I will also share this small secret. You can reset the radio broadcasting in your save game file.

Find the "Zomboid" in your windows user folder under your user name via Local Disk C and Users. Find your save game file, find the folder in your save folder named "radio" open the folder called "data" and finally open the file called "RADIO_SAVED". Then you can simply restart the broadcasting by setting "DaysSinceStart = 0" on the top. It works with the radios I have not tested the TVs.

Enjoy
