Standard: Normal cars, they don't look fancy.
Sport: fancy looking, small and really fast cars.
In your situation, you have a Heavy Duty vehicle, and found good tires for a Standard vehicle.
They won't fit.
You need to find are: Performance Heavy-Duty tires.

The books will only give you an exp multiplier after you've finished the book, and magazines allow you to add and remove parts on a particular vehicle type.
Additionally, after rechecking the wiki and looking for the proper keywords; and also understanding the magazines are like keycards, I noticed that it's actually described there as well, meaning I was just being a collossal dumdum.
