If you must climb on existing roofs, then I suggest you build the floors over it yourself. If you can't build in a tile, that probably means it is already safe to walk on.
I fractured enough legs on this foolishness that I'm now happy to take advantage of the fact that you can set ropes that drop you through those roofs to a lower level. Like from the master bedroom of the 2nd-level apartment to 1st-floor level of the medical center in Muldraugh. Very handy feature of a well-placed safehouse that happens to be stuffed with medical supplies.
UI has some bumps but for the most part is pretty decent, IMO. There aren't a lot of games where you actually interact with this many independent systems in a reasonably sane way.
Saves, however, are necessarily complicated but they shouldn't be for the user. Reading up on how to manually save from some probably-outdated post and then comparing to my actual files gave me a headache. I'd rather just rage quit every time I fall through what looks like a solid object.
