Do you have a shovel/trowel to prepare a plot of soil first? You do that, then you'll get an option to plant seeds of whatever plants you're planting.

Take the seeds out of the package :P

And you must have a bunch of seeds. Depending on the plant, it can take a dozen or more seeds to plant one plot. A plot would be where you 'dug' the dirt using the shovel or trowel.

You don't need a trowel or shovel to dig the farming plot. They will allow you to do so without injuring your hands, but digging with your hands was added over a year ago.

What you need:
-Seed packet / enough seeds
-Dirt tiles (CANNOT be gravel, or many other ground tiles that may appear to be dirt)

What you should ideally also have:
-A shovel / trowel
-Large water container (bucket, watering can, cooking pot), or lots of Mugs

How to plant seeds:
1) Open the seed packet by rightclicking on it in your inventory, select "Open seed packet" to get 50 of the corresponding seeds (different crops require different amounts of seeds to sow each tile - each tile usually takes about 4-12 seeds to sow, so each seed packet ought to sow 4-12 tiles).
2) Rightclick over an empty dirt tile, and select "dig" or "dig with hands" (dig lets you use a shovel or trowel, digging with hands risks injuring yourself)
3) Rightclick over the digged area, and select "sow seeds" (again, it will require around 8 to 16 seeds, depending on which crop seed you are planting)

If you need more help, or have specific concerns, you can try the wiki: https://pzwiki.net/wiki/Farming

Chances are, you are just overlooking a small step that the game doesn't really teach you, such as having to open the seed packets first, or digging in viable ground tiles.

One other bit of advice: DO NOT FARM IN ANY PLACE WHERE ZOMBIE BLOOD HAS BEEN SPILLED ON THE GROUND. This will instantly render all planted crops "sickly".

True, but I personally wouldn't risk injury to do so. Then again, with all the food one can scavenge, I tend to get all the equipment I need before I consider farming.

The wiki has some misinformation on it, such as zombie blood rendering crops instantly sickly. That doesn't happen. Zombies walking over crops also isn't a concern anymore. Finally, you don't need dirt tiles specifically, just any natural tile will work. Sand, grass, or dirt will allow you to dig plant plots equally.

It's not a matter of preference though, just ability. Even without the trowel or shovel, they should still be seeing an option to Dig With Hands on natural tiles.

AAAH, I was wondering why its not working anymore, thought they changed something. Has this been reported to the Hydrocraft guys?

This thread was quite old before the recent post, so we're locking it to prevent confusion.
