Not like the lil yard fences you can just hop over.
You probably have a mod that is causing the problem.
And I am talking about the short fences that 'can' be jumped over.
Its easy to test. Start a new game with all mods deactivated and get a zombie to follow you over a fence.
If its set to navigate, they are a bit smarter about how they reach the player.
I will say, if a zombie goes over the railing of the railroad bridge, they can't see you at all, and you can kill them from the other side of the railing without them even noticing you.
