How to Grant Admin to players

I have setup a MP server running on Linux and I can get it and add users with the /adduser command. But when I try to use the /grantadmin command the server tells me that the command is unknown. Do I have to do something special to allow this command?

It is actually /setaccesslevel, but it does not seem persistent. It appears this has to be redone each time a user logs in, is there a way to make it a permanent change?

Host button (easy coop) isn't meant to have admin really, so yeah... The host can enable admin on himself easily though.

I am using a dedicated server on a linux box running from my house, so sounds like I cannot make it permenant (unless you tell me otherwise)

Another interesting thing that I noted is that while admin is enabled my character cannot read books.
