you get chipped stone from forage just like regular stone

and the durability of stone axe is far worse than a fire axe

Foraging for stuff can give you a chipped stone. The stone axe has about 1/10 of the durability then the regular axe.

Look in hardware stores if you want axes.
Or take the lucky perk and kill a hundred zombies.

It really sucks when you can't find an axe because the stone axes break after felling just 2 trees. Even more annoying is that the game has two types of rocks: chipped an normal. But you can only use the chipped ones which are more rare while leaving you with mountains of useless rocks. Even though stone age humans were able to sharpen rocks my character can't do it even with modern tools. Fortunately there is a mod that teaches our characters about the lost caveman technology of bashing rocks together:

This and another mod which can make improvised axe(not stone axe) are quite useful. Axes should not be too difficult to find IRL, unless you're living in the glorious peaceful charming heart of UK.

My last playthrough the problem was finding a trowel to make a garden.. I found axes everywhere, Then started a new one, opposite. So got the axe mods and they are nice to have.

The lucky trait effects certain items, lucky will let you find more recipe magazines, axes and sledge hammers (among other things) but will also increase the chances of zombies you kill dropping something useful (including a fair amount of axes). Unlucky has the opposite effect.
