Loot respawn: Real World Hours or In Game Hours?
I set loot respawn for my server to 168 hours (1 week) and disabled constrution prevents loot spawn. It has been a month in game and no loot has respawned anywhere. So that got me to wonder, is my game broken, or does it go by real world hours and not in game hours?

I think it might be the amount of hours the cell has been unvisited before it respawns.

It's in game hours, not real world.

What constitutes being a cell?

Visited does not mean you were in the cell, but it was loaded into memory. So even if you get close, it is counted as visited.
I think a cell is 20 tiles by 20 tiles. Or close to that.
