No account permissions on bungie site apparently

So basically, i'm having to ask here because I can't send any messages on the help forum or even message other players, mess with my clans settings and even my account settings (specifically email and sms) as it just shows "Settings are not available, please contact support help.bungie.net." which, when I do and post on the forum, it says "The request has failed; Your account does not meet the current requirements.". So, thinking I was banned, I submit an appeal... That was 16 days ago and the only thing they did to it was set it to low priority.

Anyone here at all know how to fix or resolve this issue if there is ANY way at all to resolve it.
