Verify Integrity of Game Files
Clear download cache
Step 1: Click Start menu, type cmd, right-click the Command Prompt application and choose Run as Administrator. When the User Account Control window appears, click Yes to launch the elevated cmd.exe.
Step 2: Type sfc /scannow and then press Enter to run the SFC scan.
Use the System File Checker tool to repair missing or corrupted system files[support.microsoft.com]
Step 3: To run DISM, type the following commands and press Enter after each.
DISM /Online /Cleanup-Image /CheckHealth
DISM /Online /Cleanup-Image /ScanHealth
DISM /Online /Cleanup-Image /RestoreHealth
Reinstalling the problematic game and Battleye may help fix this issue
Check for Windows and Driver Updates
Is destiny2.exe running in "Run as administrator"? Uncheck, if so. Then try again.
What other applications you can run and how that perform is almost entirely meaningless, even two games built in the same system can have wildly different performance due to massive number of variables.
That aside the first thing you should do is verify that Destiny is running on your dedicated graphics processor and not the integrated one. Beyond that before anybody can provide any practical advice we'd need to know the system specs and what graphics drivers you're running.
