They just removed it because they knew selling it to players 5+ years later would create gigamad.
But "we add new things and it breaks old things" is total ♥♥♥♥♥♥♥♥ or they're just straight up incompetent or they simply don't care to actually look into why unrelated additions break the game. Especially with how much revenue this game generates, it would be absolutely no problem to solve this "issue" if it really existed. But no, once a year vault rotations is what will keep the game alive through artificial lifespan prolonging.
As to the question, who knows? It's not real likely, but at some point maybe.
As to the selling it back, that was addressed long ago, no removed content will be sold back, what does come back will be free.
This is not restricted to Bungie. I think if the creative people at Bungie were set free, they could do some good things, the "bean counters" stand in the way. It's all over the place, the studios are run like business, not art. The people in power in the companies are all about maximizing profits.
You kind of are wrong, but that's far from the point.
Remember that expansion called Beyond Light? That was going to be Destiny 3, Bungie didn't even want to do Destiny 2, they had their ten year plan, and it was all about Destiny, no 2 or 3 involved. The expansion before, Shadowkeep, was filler, that time they admitted it was filler and it was priced like it was, $35.00 including a season pass. It was filler because they left Activision, the ones that forced Destiny 2 (the one thing I like about Activision, I got Destiny 2 on PC). Now, you have a company that didn't want any 2 or 3 no longer with the people that pushed the 2 and 3, what would you think they might do?
Beyond light was not compatible with the older content (other than Shadowkeep), so we got Shadowkeep giving them more time to bring the old content up to run on the new version of Tiger. Even an added year to work on it, they were still three months late releasing Beyond Light. The managed to get Forsaken done, well, it along with everything was a buggy mess on release. The choice was Destiny 3, or that, and I and a lot of others didn't want to hear about any "your vault was destroyed and you get to start over" crud.
The too big to maintain had nothing to do with consoles, there were already larger games on console, it did have to do with "we threw Destiny 2 together like the disposable code that Activision wanted, with little to no comments/documentation for debugging. It was more than they could pull off. That's not to say that it wasn't Bungie that caused it, they did with sloppy work, it was their fault. Maybe too much "me time" and not enough "let's get this done right time"
I preferred and still prefer what they did. There was no chance I would have ever deleted a character to play those old campaigns, I still have all my characters, never deleted any. New player, you snooze you loose, not my fault it took them years to get here. I would be OK with it all coming back as free to play content like it was before Beyond Light, I thought that was kind of nice for new/free players. I also will miss no sleep over it not being here.
In the end, Bungie is a company with some talented people, because of the people running things, they suck.
I personally wish they had Destiny on PC and stayed with the ten year plan, but no, they had to be console snobs. I appear to be stuck on good games with a 2 made by companies with talent and bad management, Gearbox and Bungie.
