I used it earlier after being gone for a bit, today, and it felt way weaker. I'll test it some more, but i wouldn't be surprised if bungie stealth patched. I was just confused, doesn't seem to be chipping bosses like it was.

agreed that it is still chopping up lesser enemies in PVE but not as drastic as it was on the bosses (but still good)
