Is anyone else coming across muted/broken dialog when doing story activities?

Yes, specifically Sloane. Sometimes it plays in orbit only to get cut-off when loading in. I understand it had something to do with a voice-actor strike, as mentioned in one of the TWIDs; https://www.bungie.net/7/en/News/Article/twid-01-30-25
Same goes for Xivu Arath

Voice actors on strike, some things did not get done because of that.

Thanks for the information.

Somehow, I am not surprised that Bungie would deem it appropriate to release an incomplete/broken game. What are the odds that they'd fix it down the line?

Several other games are doing this, not just destiny. Its either they release drop a season with less voicelines than usual or delay a season by however long the strikes are which could last months.

Either they delay the entire update and all the seasonal story because of some voice lines, hire scabs and potentially ruin their reputation with all of their current VAs, or just have some subtitles here and there.

these VAs have too large of egos

bungie couldve replaced them and it wouldnt have mattered to 99% of the player base

I think setting the precedent of quickly replacing actors who have been with you for years is bad actually

voice actors are getting whiny about the potential of AI taking their jobs so they went on strike because of that, Sloane and Xivu Arath are completely silent. The whole thing is dumb. Let's go on strike because maybe sometime in the far future a space rock will hit the planet and dust all life, so let's strike against every space agency right now because they might screw up in the future.

I think the ego thing might be correct, not sure. However, I can kind of see their fears.
Game companies are not like those of older times, when they were there because of their passion for games. I'm sure there are people that do the creative work that still feel that way, but now they have the "bean counters" and the shareholders to keep happy, so in the end, their jobs will go to computers to create, the bottom line is the line the executives care about. The same will happen to those who create the visuals in games, replaced by computers.
Anyone remember when computers first started being used in office work, and the talk was how much easier the job would be? Yah, that didn't work out, the job didn't get easier, it got more stressful because people were expected to get a lot more done with fewer people using those computers.
