The gear softcap is 1,960, below that, all loot drops will take you a little closer to it.
At 1,960 you need Powerful rewards, which will take you to 2,010, and then only Pinnacle rewards can take you to the hardcap of 2,020.
So if i just start the game i should still do normal campaign and exotic missions in normal mode ?
Regardless of your actual power, you're basically fixed at 15 power below the power level listed on the Legendary mission. So a starting player can go straight into the Legendary difficulty if they wish, without needing to grind a certain power level first.
Other stuff that offers Legendary difficulty may be set at a higher power. They will still cap you below, in those cases. So if something says it is 2,020 Power, you'll be playing the same at 2,005 as you would be if you did get all the way to 2,020.
I ask because we tried with a friend to go through pale heart in legendary mode. The first part was easy, but after we go through some of the content, we did lacked of ammo and had really hard time to survive to kill the npc who shield stronger npc.
It's kinda confusing.
