'Requirement not met' only refers to how mods can be refunded so the point can be spent on another mod.
If a mod can't be refunded due to your current combination (ie you can't have less than 3 mods in column 1 if you have a mod in column 2) then it will say 'Requirement not met'. It does not affect the mod's function in any way.
That behavior is not required for barrier champs. You can hip fire and crush barriers if you're using a weapon that matches the applied artifact mod. I believe the OP is expecting single shots from his sidearm (or autorifle) to stun, which Nibble explained well.
AFAIK, nothing's allowed to work on multiple types of champions. The intrinsic property of an exotic will always work regardless of what artifact mods you have. If, for example, the artifact mod equipped allows you to stun overloads with a llnear fusion rifle, Arbalist (the exotic) will NOT stun overloads because it intrinsically (and always) breaks barriers.
