Unusable/Broken Artifact, Season of the Witch (season 23)

My seasonal artifact for this season has become useless. Every perk that I select tells me I have not met the requirements, even though I have selected the perk already. I can reset my artifact and reallocate those perk points, but it still wont activate any perks (ex. all champion mods that are selected will not work).
I have uninstalled/reinstalled the game.
I have reached out to my Clan for help.
I have reached out to Bungie for help.
Nothing I do will fix my artifact. Making Destiny 2 practically unplayable. Also, for some odd reason most of my guns are firing MUCH SLOWER than they should. For example, my 900/rpm Retrofit Escapade is firing like a 450/rpm & my Monte Carlo is noticeably firing slower too. I don't use mods or bots and I play this game on the regular and this has never happened to me before. My game is cursed and I am so sad... :'(

@N33MA, Maybe you didn't read the whole OP, but in it I stated that I've already reached out to Bungie with no avail. This includes the extremely limited help forums. I'm posting here in the hopes someone might see it and know what the problem is.

That's just it. I can't find my post anywhere on the Bungie Help Forums. I don't understand and I'm getting frustratingly sad over all my attempts to reach out for help coming back with less than I started with. I am a sad panda...

If you provide a video or at least screenshots of the issue it'd be easier to solve. If you don't know the reason, believe me, no one else will know after reading your description

I am having the same problem with this, Every perk that I select tells me I have not met the requirements. and I am having no fun with it. I think this seasons artifact sucks any way. I have had no luck trying to find a answer.
If you find a answer let me know. I am not doing any raids since my whole clan has quit playing the game. Just doing some solo stuff.

Sounds like a system timer issue. But shouldn't happen on newer motherboards since 2017, still possible tho. If system timer is bugged somehow, and it can be both software or hardware defect - settings or manufacturer crap board/bios.

I have the same problem - requirements not met - I can reset the artifact and i looks like at first that it works, but after a short period of time I get the same requirements not met. What to do? I am playing on the same PC as I have for the last five seasons, with the same software and hardware, previous seasons worked perfectly.
