Bubble makes sense, even though its static, it serves the tanky purpose.
But Hunters have only supers that are offensive and not meant for mass distraction and tanking. Same with Warlock, Warlock is for huge single or multitarget damage while doing DPS.
I get your feelings, but the thing is that you can not revise the mobility-based titan supers or invent new ones without breaking the consistency.
If you have a tanky character with one-off supers, may as well erase Warlock, since nobody would play warlock if you had all the Titan buffs and benefits combined with Warlock or Hunter-like supers.
Whats also important is to note that LORE wise, this is all nonsense, since what the OP mentioned is how lore accurate supers would work. Destiny's Light is exactly like the Force from Star Wars, you can shape it into any way you want, and do what you want with it. So a Hunter can cast NovaBomb, a Warlock can become an invisible assassin, and a titan can cast a healing well or rift. In the Lore, not in the game. Sadly, but imagine the mess it would be if anyone could everyones supers or build their own supers. Oh the balancing nightmare.
