You need to score headshots and stay in your weapon's effective range to reach competitive TTK. D2 has generous aim assist as long as you are in range, place your crosshair like a hat to take advantage of it. You can check range in metres on light.gg It's usually Sidearm (~20m) <SMG (20-25)<Auto/HC (25-35) <Pulse(35-45) <Scout (60+), they often overlap, i.e. the highest range SMG can be around the same as lower range autos etc.
Use targeting and unflinching mods.
Learn how radar works (range, color for several enemies, same or different plane), combine with map knowledge.
Slide around corners, learn what movement advantage your class has. Prioritize your survival over killing your opponent. Do not neglect Recovery stat or peek when you're low on health.
Special weapons 1HKO in their range, don't let shotgunners close the gap if you don't have a shotgun yourself, listen to fusion charge sound around the corner, don't challenge snipers if they reached the lane first.
Melee whiffs and delayed damage will happen, but it usually works both ways.

Pulse+fusion is called "dad loadout" for a reason, but there's nothing shameful about it. There're apes, campers, meta slaves, sweats, bow swappers, etc. People just don't like to lose.
