This is not true at all. Drops are based on the highest equippable gear for each slot that exists anywhere on your account. This is super obvious when you log into a second unlevelled character after levelling your first, their power will skyrocket because the weapons on your first character count for them. Unless you are so committed to obtaining these blues that you delete every high level piece of equipment your account owns, your drops won't go back down.
Anyway, if I remember correctly (and I could be wrong, they've changed this a few times), blues only stop dropping from playlist activities after soft cap; you should still be able to get them from other sources, like open world activities.

Yeah, i tried the first method for a bit, but no luck. I've seen one or two blues from Terminal Overload chests but that was a while ago, I don't know if that still works, but when I tried it a couple times today I got no blues from them. I think maybe I'll just let it go for now, maybe at some point in the future they'll add some way to get these again for whoever wants them.

That was back when the game was still dropping blue engrams very frequently, which was why they changed the system: Since you can only carry nine items for each slot plus the one you have equipped in that slot, it would fill up quickly if you weren't constantly dismantling duplicate items, then stuff would start getting sent to the Postmaster (basically a lost & found desk in the Tower) and you'd have to dismantle most of that too...
I've since mostly given up on finishing the sets I was talking about, I really only wanted them for ornaments and completionism, and it's just not worth the effort of deleting a character slot to farm them with a new character or doing Terminal Overload forever. Lost Sectors only seem to potentially give a blue engram when you discover them, repeating one just gives Glimmer. I still appreciate all the help people gave here, maybe someday they'll add a better way to back farm these kinds of items for people who missed them.
