Bungie has been going on a crusade to buff underused and useless exotics recently, so things like two tailed fox are now actually in the dps meta and even skyburners isn't completely useless. That said, while most exotics are now usable, there are still outliers. You can easily find a million different lists of people ranking exotics in a number of categories, permutations, skill levels or situations, but the short summary of what mostly everyone agrees are S-tier would be Witherhoard, osteo striga, ager's sceptre, and trinity ghoul for pve, as well as the usual culprits for pvp being: ace, thorn, hawkmoon, duality, le monarque, and tarrabah. A lot of others also fit in the S tier for different people, but a large majority of exotics now could be described as "strong", up from "useless" a year ago
