Moderately-Radical-Opinion: Its dumb to pre-order anything in this game, doesn't matter whether its Witchqueen or Lightfall; You're buying something that you don't know a majority of the details about, nor how much you'll enjoy it. Even the annual edition shouldn't be bought, because A). You aren't sure of what you're getting, and B). The only discount you get is from Bungie increasing the seasonal pass price.
Wait until a week or more into an expansion to see if you want to buy it, and buy it standalone. Of course, Lightfall rips you of that option.
Disagree. I know what Destiny 2 plays like, and Bungo has plenty of precedent to go off of to take guesses for what the expansion will be like. I have pre-ordered the deluxe edition for every single D2 expansion that I have been around for, and never once have I felt like my money was wasted or spent poorly.
Lightfall only makes me more excited for TFS, and I'm not kidding. Lightfall was only a failure from a story point of view, the general gameplay was some of the best of any DLC. I mean, new subclass, 8-mission campaign with a legendary option, new planet with secrets to find, new triumphs and patterns to collect, new strike, massive QoL overhauls, etc. If TFS fixed the story part, which they undoubtedly will as this is the "final chapter in the saga" and therefore devoid of any chance of being "filler", then it would be the perfect DLC.
TL;DR: Bungie cares about making "final chapter" that is closing out a TEN-YEAR saga feel epic and grand. I would be willing to bet money (and will, by pre-ordering) that it will meet expectations and then some. I would even expect a later release so they have more time to make it as good and polished as possible.
Ultimately playing Destiny is about keeping your expectations in check. What has worked for Bungie before is probably what they'll do again and that has remained consistently true for a long time now. If what you expect Bungie to deliver is not enough for you then you probably shouldn't pre-order and wait for the expansion to actually be released to make a decision.
