And do the two weekly quests Variks gives.
Heroic Patrols and even the Empire Hunts probably have higher drop rates too.
At time of the Shadowkeep and BL launches, transmog was not in the game so I am 99% sure that does not work.
Mmm, I suppose you've got a point about the timeline, but you are making an assumption about what the quest code is actually looking at.
IF it's just looking at what you look like, then it's quite possible that the transmog system would work, despite being a more recent addition. There's been quite a few times when I wore a Transmog set and ended up getting credit for something that I wasn't expecting, times when simple visual appearance shouldn't have had an impact but did.
I suppose the only way to be sure is to test it. I do have ONE piece of the Crystocrene armor transmoged, and I think I still have ONE unfinished quest for Variks ... pretty sure it's an annoying one though (I think it's finishers during hunts). If I have the time I'll give it a try, we'll see.
(Although frankly, it's quite likely that the OP will simply have managed to acquire a full set of actual gear long before I get around to it).
If an objective requires kills then transmog typically works and I believe activity completions objectives also work (such as the Queen's Bounties from Dreaming City. What transmog doesn't work for are set bonuses as those are intrinsic to the armour pieces themselves.
