what is the best way to get bait and is there different rarity for bait

There is only one kind of bait.
A fast lost sector like EDZ's 'Atrium' gives 3-4 each time and takes barely more than a minute to get in and out.

But I find it better to work on something else I want to do, like working towards a gambit reset for the seal gild, weapon ornament, etc, will earn a load of bait too.

Salvage gives the most at 20-22 I think, but it's probably the most efficient to grind playlist activities for it.

Season activities give the most, but the fastest farm is probably doing public events and patrols (at the same time) while picking up any resources you find.
