Parting the Veil quest missing

Help please. I'm trying to upgrade the aspect of the thread, but to open it I need to complete the quest Parting the Veil. I don't have it. All addons purchased. completed the entire storyline on Neptune. What I have to do?

You need to complete the quest for the exotic machine gun before parting the veil becomes available. This isn't explained in game. The only reason I know is because I had a friend at the beginning of the season who didn't have it completed.
