At What point does H.E.L.M unlock?

Note also, that first Battle Ground is what gives you the seasonal artifact (once you've gone to H.E.L.M.)

It will also give you the Hammer of Proving. The Hammer is a quest item, not a physical thing. It lives in your quest log. In order to use it, you have to equip a Rune of Proving (which you do by right-clicking on it to open the sub-menu, and then picking a rune). Runes require a reagent called Cabal Gold. You earn Cabal Gold by doing strikes, public events, or other playlist events.
