Major Fieldwork II: Neptune quest not interactable

The alchemy table at Liming Harbor does show up on my screen, as well as a few others who i've seen come by and tried to interact, but the quest never progresses and never allows me to interact with the table. Cancelling and restarting the quest, quitting and logging in, and verifying cache all does not work.
