Way to completely miss the point.
Big, empty destinations create a very grand scale. D2 has a massive world in which activities and events take place, they make giant areas and then fill them in with stuff as time goes on. A big, unused space might be in a strike or seasonal activity in time.
The start of this season's quest uses an EDZ region that has been untouched for YEARS. It's fun and immersive to have a game world so large that you forget about areas until you return to them.
