Cross-saving first would have meant that, even though redeemed on Steam, the passes would have been tied to XBox, which would have been the Active account.

Could you link this form to me? I bought the game on Steam and then linked my Xbox account to steam, but it is not giving me the new season even though I own the Annual Pass.

Passes count as in-game Eververse purchases even when bought through an annual pass bundle on Steam, etc. That's why that form is valid for them.
I did fill out the form, but have to wait for the weekdays before they respond. You think refunding it, then buying it again would fix it?
