You'd have to work with Epic support. If it's anything like Steam's (and that is a big IF..) you can list your email accounts and they'll see if any Epic accounts are tied to them.
One thing I could also suggest, if you're logging in with login name and password, try registered email and password instead. Or vice-versa.
If you're completely unable to unlink them, how attached are you to your Bungie Account? That's where your code-redeemed emblems go, and your Bungie digital rewards. They'll all be lost if you use the below method, so be warned.
If you can't unlink your Epic or XBox accounts, you could unlink your PSN and Steam accounts instead? You'd need a dummy account, because you can't unlink an account that you logged in with.
Step 1 - log in with PSN, unlink Steam,
Step 2 - link a dummy Steam account,
Step 3 - log into the dummy Steam account, unlink PSN,
You can then link your Steam and PSN account together with a new Bungie Account.
But yeah, the dungeon keys and episode passes, which are in-game Eververse items, work in a different way. For a PSN game profile containing dungeon keys and episode passes, cross-saved and shared to Steam, the dungeons and the episodic content is playable on Steam.
