Expert and normal Nether is fully power disabled I'm pretty sure, or at least says so.
Solo takes a while but if you split up and each person clears 1 obj each the runs are under 20 mins.
It's actually cool to see difficulty gradually increasing, but it also means that the "Power disabled" text is a lie - it should be something like Dynamic difficulty or Dynamic power level, whatever.
OUR power is disabled, so you can use 1900 gear with no issue, but the enemies scale appropriately. Really neat to see, especially after last season's Expert Onslaught having a cap of 2065 LL, so anyone who XP farms has a way easier time.
Normal goes 0, -5, -10 (swords)
Expert seems to go -10 (swords), -20 (swords), -40 (skulls)
This is weird in case of the Nether though - many people reported (and it's my experience too!) that when they entered the Nether the first time with let's say 1970ish power, they had their asses kicked. Later they came back with 2000 or something and everything went much smoother.
Anyway, I hated the Nether on the first run. Now I'm getting hooked on it... :)
