Is Act 3 glitched?
No changes at 'Last City', same finished Act 1/2 Fieldwork quests, no new bounties, no new exotic shotgun quest.... everything looks same as Act 2.
On loadin screen it does say Act 3 on top.

Have you completed all the steps for acts 1 and 2?

No, go down to HELM but not where you want to go, make bottles there, there you talk to the hologram then you go towards the spider but on the table before you go back to the hologram, then you continue flying to a new place.
